This bid is for consulting only!!! My solution is to simply change the default sizes to a rectangular 3h X 2w aspect ratio as most mug shots are in that format to begin with and tell your clients to use a minimum size photo of the largest picture that you are supporting, for example 300x200 or 150x100 so the application only has to reduce and not stretch.
