Description

I want to improve my current Word Press template and website (rockonthestreets.com) and need to convert a PSD file I created into my new wp template. The template must include tabs (home, news, reviews, ect.) at the top and a place for widgets on the left (see picture). The template must also have post titles colored #52bcb8 (light blue) when not active and #000000 (Black) when hooverd over. The way the post title appears above a web browser must also be the same as it is now (see my site - rockonthestreets.com) which is post title - website name. And post must be set to DATE AND NAMED BASED (ex. http://websitename.com/2008/08/27/post-title-here/). Also i need to upgrade my Wordpress to the latest version (currently available by my site host) and need to export all ARTICLES, COMMENTS and IMAGES aswell as PLUG-INS from my current blog and IMPORT them to the new version. However my EXPORT option on WP isnt working (may have been hacked since I have the old version) so I need someone with knowledge on a seperate method for exporting articles and comments.

I also need the person who accepts the project to install the template on my site/server for me since i do not know how to do it myself, i will give you ftp access.
