Turnkey solution for Expert- Client platform.

We are looking for a pay per minute administrator script for our project This script is intended for use on a advisory website where there will be advisers and advice seekers. So making it an expert and client platform. The script must be adjustable for multi language and currency.- This is very important

The experts will have their registration page and the client will have their own. The expert will get a chatting messenger to be downloaded and installed ( must not be on webpage chat system). The client will just have to click the chat now button and gets redirected to payment/biling page where he needs to install payment from his account and which he can use on the website to chat. The chat window must consist pay now button upon which the payments for per minute gets activated and the clients account gets deducted and the experts account is filled with that amount. The experts and the clients should be able to transfer files during the chat session This should be very specific in transferring and maintaining of records. All the billing amounts will be kept in one administrative account registered with paypal or integratable with any online banking system. At the end of every month the admin will send the payments to all advisers in their paypal or bank accounts only deducting the services and or commissions tax. The messenger is a must for the experts which they can keep in the system tray. After the session if there are feed backs for the said expert that will be an added advantage and required. Every chat sessions transcript should be vailable for to the respective expert and client only. -Must be a secure system. Offline online mode buttons necessary. Something like the yahoo messenger and its tools, for online offline script which can be placed anywhere easily and which just needs the id. to be added to show the users status. and the messenger tool to be simple to download and installed and which rest in systam tray. also have a button to payper minute and the timer, charged time and uncharged time.

We prefer an open source code.
