Description: Hello Freelancers.

I have an existing website that needs a makeover. I need someone to redo the programming. When completed, this page must be able to perform the following:

Allow users to create a profile when payment via Paypal is completed. Profile to allows paying users to sign on and modify account settings.

Allow public users to cast a vote in categories and make the votes count in a weekly ranking. Vote once per day tracking IP address. Also needs to record and place in a yearly / weekly standing.

Voting subjects to expire after 1 year of voting.

Voting subjects need to be placed into 12 categories (red), (blue), (green) etc. All categories will be identical except the subject.

Replace/rebuild my admin page keeping website security in mind. Admin must be able to control and modify all entries.
