i need to open new site with foloowing features
users can buy individual tv after simple registration

i can offer any number of live tv

payment via paypal, payment can but both recurring subscription or 1 month only subscription

after payment instant access to tv
single user only login, 2nd person cannot login if 1st person has already logged in

ability to ban,unban,search users
abilty to check ip, all ip must be logged
ability to redeem special code while purchasing,if they have
and more STANDARD member area FEATURES

i use windows media server and my tv links r in mms format

accessing features
user need to put login to view stream
for example if stream is mms://myserver.com/tv1
they can only watch after login
they can also watch directly from windows media player by putting stream link mms://myserver.com/tv1 but only after login

all i need is secure platform to provide members to watch live tv after payment and tv links cannot be watched without login
media link must be secure and it must check mysql to authorise before tv can be watched
no one should be able to access tv directly by mms://myserver.com/tv1 without login to stream
