Site Transfer/ CMS implementation

We have 2 sites that have been transferred to a new host and need upgrades/CMS implementation. In other words, adding a CMS to existing HTML.

The sites are on a IIS server and are using .asp in some of the code. Of course the programming language can be changed

For the CMS, we are open to your suggestions that met the minimum requirements. Open source is fine (Joomla), so is something like http://www.interactivetools.com/products/pagepublisher/ (we would purchase of course).

This is a six-page site.
The only database/interaction is
http://216.191.103.22/scripts/FacilitySearch.Asp
We we need to be able to add/modify/delete information from the search.

There is a private area that includes a basic mass mailer to members
Any member added will have the automatic creation of a landing page (see: http://www.csaps.ca/drhowardadams.htm for an example).


Projects can be broken up if need be.
Only bidders who have experience, please.
Will need to see previous implementations you have done
All Photoshop files are available.

I've posted this as a small project, to avoid getting bids of 1500 without anyone reading the requirements. Our budget is above 300$ but on the lower end of a medium project. Payment via escrow.
