Hi, I have a Java application I made that does exactly what you want. It can read data from a .csv file (a format Excel can export to), use it to populate an HTML e-mail template and send it to the recipient. It also supports multiple threads to send messages to a large e-mail base.

I have a similar application using Delphi 7, in working condition. Can customize (on extra payment) it for your as per your requirements within hour. a) Currently, it can also be executed in batch mode with command line parameters without any user intervention. b) It can also be executed through scheduler c) The addresses, body etc can be specified using excel, csv, xml etc type of files. d) fixed mail settings like Sender name (can be left blank or even fake id), SMTP host (name or IP), Mail subject etc can be provided through ini file or user can type in same in the Gui and then application can either save/read the same to windows registry or ini file as per user specification. EMail attachment file name(s) could also be specified along with this info e) The mail recipient address is only limited by SMTP server's configuration and application allows almost unlimited to, cc, bcc address (only limited by system memory). f) any number of and any type of attachment could be attached to mail (same ini file or specification screen through which sender info is specified). The number/size of attachment is only limited by SMTP server capability. g) A filter for screening recipient address could also be specified based on which the application will screen in or screen out the address specified in the source file (if required). h) A detailed activity log is also generated which helps troubleshoot and audit various mail action including Connection time out, DNS resolution or failure (if SMTP name is specified which requires dns name resolution), mails sending operations etc.
