Description

I need a CMS to run an ebooks downloads site. Main requirements are:

Required:

* Clean layout
* Good performance
* Easy admin interface
* CAPTCHA on downloads to block site rippers
* Ability for users to rate and upload ebooks
* Ability to configure different levels of membership/access
* Integrated with PayPal for membership sales
* easy to integrate AdSense and other ad programs
* Contact form

Nice to have
* Clean URLs (don't want long urls with lots of params)
* ability to approve uploaded files before they go live
* ability to use a remote server as download file server
* ability to easily report files for copyright violation
* Lots of "skins"/"themes" available
* Easy backup

What I want is a person who can recommend a CMS plus any required plugins that meets the above needs, then install and configure it to function as described. It can be run on either Windows or Linux. If run on Windows, it should work with SQL Server 2005 Express.

CMS will hopefully be free, Cost of plugins should not exceed $100.

I'm looking to pay no more than $300 for this job (excluding plugins), so if you are not experienced with one or more CMS's that meet the above requirements, please do not bid.
