Hi,
I would like to build an OpenDNS like project on the city level, which will works as same as OpenDNS with some addedd features which will be customized by us, check the details below

1) Linux based DNS server which will be capable of category wise webcontent filtering like gambling, adults, etc..
2) Web based administration for client & admin
3) DNS server should filter request based on client ip address which will be dynamic, so the updating the client dynamic ip through any of Free Dynamic DNS provider should have to be there.
4) Database for the filtered site, can be taken from any such commercial database provider
5) Check out the other required features from the OpenDNS, i want all that features or similar to be included in this.

You are free to use any OpenSource DNS server, such as BIND, PowerDNS etc..
