Description

I have two issues with the following development environment in IE:

http://www.leapdontlook.com/mandb/

1) Top padding doesn't seem to be recognized so header and nav bar are too far up on the page

2) We have a php form to read in a CSV file, allow search by county, then list results. The form works fine in firefox safari but not IE. The form is on page: http://www.leapdontlook.com/mandb/foreclosuresearch.php

I need someone who can fix the issues in IE.
