Search Engine Submission

READ EVERYTHING BELOW BEFORE BIDDING... Providers with 10 or more feedbacks will be considered. I am looking to have a web based program to do site submissions to search engines. 1. You must register to use this software. 1a. You must be logged in to use this site. I should not be able to go to the submission page without being logged in and without being a member. 2. The GUI can remain very basic and plain. 3. There must be the same logo on every page, use a place holder image I can replace. 4. There needs to be an option to submit to X amount of web sites for free. The X needs to be a variable in a secure admin section of the site. 5. If you want to submit to all web sites, you must pay via paypal only to an email address controlled in the admin section. 6. When the user pays via paypal, the site needs to know, so it can submit to the sites. 7. This web application must allow custom web site submissions by the end users, once the new search engine submission link is verified by this application administrator, it will be usable by ALL members. 8. This web application need to have over 5,000 search engine submissions or MORE. It must retain the result of each submission for each user AND the application administrator must be able to see the usage by each user, by each site, by each result, etc. 9. The application administrator will have the ability to choose which sites can be submitted for free. 10. The free site submissions choosen by the application admistrator must be listed on hte home page of this site static with the option of a scroller, title as Free Web Site Submissions. 11. The other search engine submission site, will need to be searchable and listed in a scoller OR a line window in which the end user can scroll through in alphabetical order. 12. The SEO for this site must be appropiate for this type of software, and it must show up in the top 5 search engines within 2-4 weeks in the top 5 positions to receive the bulk of the final payment. Failure to achieve a top 5 position in atleast 2 of the 5 will result in forfeit of final payment. To be VERY CLEAR. This site MUST be in 2 of the top 5 search engines within 2-4 weeks upon this web application being completed for the standard keywords that would be used to promite a site like this. Failure to achieve this will result in a forfeit of the final payment. The final payment will be 75% of the bid. I will adjust the due date on this project based on the number of search engine submissions you add to this web based application. The budget is open but not unlimited. I am a programmer so be fair because I know the market and you will be held to your bid but I am very easy to work with. I will make a decision on this project with 5 days of the bidding ending.
