Description

We are in need of someone to setup our banners with geocoding using the user's local files on their computer.

Please only bid if you are familiar with this method of geocoding, as this is what we want.

We would like the solution to be short, simple and should be fast while not using a lot of resources. We do not want to rely on code that is not on our server.

Basically, we need to display a message to our visitors depending on their location.

We need the geocoding to decipher whether the user is from:
-US
-Canada
-Europe
-Other (All countries other than US, Canada, and those that are in Europe.)

Lastly, we are looking for an inexpensive solution.
