I need a website designed and installed to my server that can display the information in a graph.

9 pages total
8 basin pages, which will then have anywhere from 1 to 7 graphs on it.
1 index page with map
Google Advertising (Code will be provided)
Google Analytics (Code will be provided)

Each graph should be based on the "flow" and include notes if the phase changes. I really like the graphs on the Google Financial system where you can pull up the data from years past at the same time. If you are really good you could find the raw data and also include the median flow level over the past 66 years.

I also need a system for users to receive alerts via sms or email when the phase changes.

Terms:
Phase - Regarding to the flood stage the river is currently at
Flow - discharge of cubic feet per second

Goal: I want to have an easy to view website and alert system for my area.

Please view this project as a public works project and I am willing to let you post a "designed by" line/link in the footer for one year. One the website is finished I will be sending it out to the local news stations so they can help people view the information and signup for alerts.
