Need someone who can turn HTML into CSS and make it look professional

I have several php scripts running on my linux server that produce reports (with tables) in a very basic format.

I basically want to turn these server based applications into more of a windows/web2 style effect so a knowlege of php and css is the answer?

If you can provide an example of maybe something you have produced..a program, a desktop application, a 'table' type web page that looks professional then that would help. This is a server based script so i will view these reports on a URL but if you have produced desktop applications then I suppose 'the look and style' will be along those lines.

The scripts produce 5 different reports by performing various queries on the domains on my server (links/PR/pages indexed etc).
Obviously an expert knowledge of php will help in understanding the workings of the scripts that produce these reports and possibly, there maybe some other scripting required in the future.(mainly querying the Google search engine..so APi and Google knowledge is a definate bonus!)

I am expecting you to firm up your bid once I show you what is needed but this is stage one.Eventually i want to work towards Stage 2 of producing seocockpit.com or traffictravis.com/ type of programs and functionality, not copies but something similar but as I said this is just stage one. If we work well togther, We can discuss Stage 2 afterwards.
