You will have to be a blogging expert to complete project, please show any projects that are similar you have done. Your references will eventually be checked if chosen. The admin section and all code and checking routines must be complete and powerful. Programmers that have not done similar projects and who post "I can do it" are totally ignored.
The budget is flexible, I posted in 1to3k but this is not a requirement, we will pay what we need to get the job done right. However you do have compoetors. :)
