I would be building this with ASP.NET. Price includes a subscription to an IP address database good for 50,000 queries. You would need to pay the database providers $20 for each additional 50,000 queries going forward. Some of the other folks have mentioned free databases they would use, I would caution against that - those databases are months if not years out of date sometimes.
