PHP 5.* or ASP

I need a database to hold athletes profiles like this website

I need a login area for the athlete to manage their profile
I need a page to search and display the athletes in the database.

I need the site to query the
https://web1.ncaa.org/eligibilitycenter/common/
website and show if the student is eligible or not.

This will be an on going project with future work. I will setup remote desktop access to the server.
