Description: (1) On the main page you should display the categories.
(2) If the user clicks on a category then all websites in that category should be displayed - these will be hard coded . You should display big thumbnails & allow space for a description.
(3) If the user clicks on the thumbnail then you should go into the full website. It is very simple. There is no ecommerce involved.
