Description

Pretty simple i believe;

I want you to recommend me an open-source Blogging software and help me to install an appropriate template for it. It could be wordpress, joomla, whatever (as long as it works fine). I will modify/edit the template later by myself. Your job will be 15 minutes actually and maybe less.

I cannot pay more than $30 for this. Thanks!
