i'm on Debian Etch 4.0

and i'm searching for outsourcing for installing Nginx + php-fpm + mysql + postfix + bind9 + proftpd

the service provider must learn me how to add new virtual hosts, or domains or users.

Depending on the connectivity of the server and your access to it.. Can be completed very quickly. What your asking for is fairly dead simple. If you want more control of the server (and it's a new server) I could install VirtualminGPL and you would have a full control system. Also own a web hosting company if you need proxy from beyond your own realm. Have put together hundreds of these types of servers
