I'm a windows and linux server administrator and I can do this for you. However, installing linux on that server requires either full remote KVM for the server so that we can wipe the server and install linux on it or you have to do the basic linux installation and allow remote access to it in order to configure it. If you want Apache, MySQL and PHP on that server, it can be done on windows as well (WAMP). Email hosting can be done on windows as well.

just install a minimal linux with ssh and go to sleep, the server will be ready when you wake up :)
