Description

I need a joomla 1.0.15 installation done, as well as a template built and installed. I have the layered png file, I will need the css sheets written and the template file built and installed. You will be able to tell from the png:
- What the style of a MODULE should be.
- What they style of menu links should be.
- Where things will be positioned
- Basic template style and framework

There will be a small animation needed with logo, so will need to know how to make that happen in flash.
We also need the best available components for the following installed:
-Multi-thread message board tool
-Commenting component
