Help.... Mouseover Image displays Tooltip (NO link)

I just cannot find a script to do the following:
Mouseover Image and a fixed Tooltip box appears with information about the image (NO hyperlink). I do not need the Tooltip moveable with the mouse pointer or hand.

Just looking for something simple to replace the ALT=text with a couple of text lines.
The Image ALT is only visible for about 5 sec.

I just need a simple "JavaScript fixed Tooltip" to replace the below:

All I need is a tooltip with border size, width and hight that can be changed. And NO web link.

With all this "Additional information submitted" I had to do, it looks like I should start all over. Maybe this "Uploaded File" will help make this a little more clear.

The HTML page has different scripts like this in it... <script language="JavaScript" src="menu.js"></script>
This is more like what I am looking for without adding a lot of script within the HTML page.
In the additional file "home2.doc", on page 5 under PICTURE TABLE, read the Red and Blue text.
