Description
Find a css and javascript expert to convert the 2 PSD file into 2 html. One for the front page and one for the inner page:http://53.projecthub.org/src/front.jpg

Selected provider please deliver the XHTML, CSS and the Javascript. No flash is used. The menu content (text and hyperlink) should be able to stored in a separarte xml file editable.

1. Additonal requirement, the "News & Events" section should be auto-scrolling. Text running from bottom to top.
2. We have PHP for hosting, using include file is welcomed.
3. For the inner page, also need to have rolloing menu.
4. Prefer XML for storing the text and hyperlink of menu, but not a MUST.
