Need a RFP(Request for Proposal), NOT a completed application. Review the attached .doc to get the idea of what the project is to consist of. When viewing the .doc, it may at first glance seem to be complete. What is required here is for a knowledgable programmer to set forth a detailed workflow, establish a set a defined paramaters and requirements. Hopefully with a set plan of action, it would reduce project time, confusions, rewrites, errors and omissions.
