Description
I have designed a sketch that we would like to be built into a dreamweaver-based template. There will probably be editable regions for meta data, page title, and the content area. As you will see in the sketch that the navigation is fixed and there is a need for it to have a roll-over state. Most of the directions are included on the sketch as to what we would like to happen on the page. With a template I can just create all the pages that are needed for the website.One of the main items of concern is the shadow around the box which is a requirement to have and there are a variety of ways to achieve this. I would like to have this done with the least file size for images to accomplish this. It might be recommended that this webpage be done in flash but this would be a last resort for us. The shadow can be achieved through the use of PNG files but those make large file sizes. We also need this to always be in the middle of the page. We assume that many of the features that we are trying to accomplish will require some javascript.
We would also like to have the navigation made again for use in an application being built where it will be embedded. We would like to have the same rollover functionality with that too.Perhaps that could be an include file.
We would like the page to be styled in CSS and all of the styles to be contained in a CSS file and not within the webpage.
I am enclosing just jpeg files right now. In a day or so I will enclosed a layered file. I created the sketch in Ulead PhotoImpact but I can change it into a Photoshop file for your convenience.
A small box will tile the background. All of the graphics will be supplied.
An important requirement is for the webpage to be fully functional and work in the following platform/browsers:
Windows IE6, IE7
Windows Firefox
Windows Google Chrome
Macintosh Safari
Macintosh Firefox
Macintosh Google Chrome
We would like to see examples of similar work done to help us make a decision. I would like to add that the last freelancer that won our last project partially built what we wanted for show. I will be uploading a layered file soon if you would like to do this but it's not required. thank you for taking a look.

Hello again,
I am providing some additional info for this project that maybe of help. We would like to add that we will not base our decision on whether or not someone makes a demo because we realize that it will take some work to create what we are looking for. For someone to go through all this and not get selected would not seem right to us as we do understand that this takes time and effort.
I am enclosing 2 links that will allow you to download a .psd file and a .ufo file. The PSD file is around 12.6 MB and the UFO file is around 5 MB. I tried to remove as many unnecessary objects as I could and still it had a large file size.

Again, we would like to emphasize a couple features that are important to us for the webpage:
The shadow behind the content/panel area. We are concerned that using a PNG to acheive this will make for a large file size. We are open for suggestions.
As you can see the content area is limited. When there is more text than can fit into the content area, a custom scrollbar will automatically appear. Here is a link to a custom scrollbar that we really like -

For the user to print a page, perhaps there could be a print style sheet will just make a blank page with the content. We are not concerned with having the design displayed on a hard copy. Maybe the logo can be included.
We have an application being built that will need the same navigation that is shown on the sketch. Thus, the navigation should be an include file so we can use this in another location.
The 3 circles on the right will have fading images at different intervals and we will be supplying additional materials to complete the project when we make the selection.
