I have already developed exactly this kind of system and it is web enabled. I have developed a taxi Booking and Dispatch system and handle both the scheduling and booking and the dispatch. I would go for a more simple design with jsp/tomcat/mysql. Multi tier capability is not needed for this task. I also did mostly report specialist roles, and has good skills in sql based reporting, that can be needed here.
