Description

Here is the simple non commercial project I need at the lowest cost. We want to make a bilingual dictionary (English & a local Asian language which has an own set of letters) to run on Windows. A user must be able to search for an English word and get the definitions from the local language and vice versa (But focus is on English to Local language, which should be the default setting). Search of an English word would give the definitions in local language which may include the pronunciation, different parts of speech (ie whether verb, noun, adjective, etc.) different meanings with example sentences, related phrases, synonyms and antonyms (in different colors of the font). However a search of a word of the local language may give only the relevant English words & their parts of speech. The program should be able to reside in the system tray and should be able to monitor clipboard for English words and launch from the system tray automatically. Also within the program a user must be able click on any word in the definitions and directly go to the definition of that word.
I have hardly any programming/coding knowledge and all what I can do is to simply enter the List of English words and the corresponding details in the local language to the database. After completing the database I must be able to make the exe file (clear instructions required to do it on our own) and distribute the program (as freeware) to be installed and run offline on Windows OS.
I prefer VB programming with an MS access database for the project. A possible interface of the program once installed may simply look like the attached picture (or better than that).
The program/code should not include any details of the programmer and it will be my property once the payment made. We can pay by paypal. Please contact me if you need more details.

Hi, I can do this use MS Access 2007 (or any versions) and .NET (C#). I have some questions: 1) What is a local Asian language? 2) Do you want add *.mp3 files to the database? ( because MS Access it is bag variant for his) 3) You want that the program showed a pop-up window a translation of a word in MS Word and other programs? 4) Do yoo give all information (about english word = asian language word)?
