Description: I would like to host site for some community service, which i believe, gradually some million customer would register to this site. For this I have general questions.

1) Do you have experience in creating such site based on my suggestion for a feasible rate, I want in Java/J2EE.
2) Do you provide the provision/security for these customers data. Since its required huge data storage, I prefer database Oracle.
3) I need provide some internal services like information messaging internally like- say I want to some pass information to all people living in NY.
4) In future, i would like to add some Payment Gateway, for this what should be done.
5) Please only genuine parties may bid.
