I am looking for a Bluetooth software or tool/program to do the following.

A Bluetooth scanner and message sender. Scans for devices in the range and by a given policy it may send multimedia messages to or initiate communication through the Bluetooth link

Would prefer it for a Windows Xp enviroment and looking for interaction with cell phones through bluetooh tech.
