I am looking for an IPhone application to be developed for Apple's AppStore.

You will need an Apple Mac to develop this, and you will need to download the IPhone SDK

After reading the above requirement,all basic & desired requiremenent including localisation can be done. the estimated time would be 2 weeks at a total cost of $1000. One thing which is of concern is submission to Apple store because they mght refuse as we are using third party Web Service, so if u see the whole application is running on third party hence non secured. Let me know ur thoughts. Cheers
