Description

I am looking to have a cartoon character created for use on a website.

Requirements are:

Character must be a smiling, happy rat.
Character must be designed with the quality of "Bugs Bunny".
Character must be family friendly and suitable for young viewers.
Character must be holding a checkered race flag in its left hand
Character must stand upright.

I am looking for this character to be placed as a banner on the top of a website in addition to some supplied website text.

I want the character to be standing on the left side of the supplied text with arms folded and legs crossed while to leaning to the left onto the text and leaning slightly backwards in a relaxed posture.

Note:
I have a small budget for this project, $50.00.
All artwork will become the sole property and be copyrighted to the buyer upon payment.
