Description: Hello Everyone...

I need someone to do the following tasks:

1) Turn the attached graphic into a vector.
2) Finish the image (i.e. complete the cropped part so it looks whole).

Budget & time are both is limited. I'd like to keep it at a bare minimum ($30). First serious, qualified bidder will be taken.
