Your project is one of the few that interested me on this site. Id be glad to take your project for much less than $30 because its so easy to do. I use top notch audio and video editing programs and can have your project completed in the specified time if not sooner. I am interested in doing Item 1&3. 1-Creative writer who assists in the storyline (Target Price $10-20 per video script) 3-Narrator-approximately 200-300 words (Target Price $10-15 per 3 minute narration)

I would like to put a bid in for all of the components of this project. I have a BA(Hons) degree in English and creative writing so this is my specialty, but I am also a keen video editor. I would also love to give the narration a try. I am English, so I hope my accent will suit the project. I think I would be more than capable of delivering the narration in whatever style is required. In terms of music I am aware of websites that offer royalty/copyright free music for projects such as this, and if none is suitable I also have close friends who can have studied and can compose and record music fairly quickly and at no extra fee. I have put 3 days as my initial estimate for the time it will take. This is just for the intial video. I suspect once I have completed one video and have got into the swing of things, I could work much more quickly.
