I want users to be able to upload videos via browser. The video is then thumbnailed and displayed on a page. The user is given a link to their video to post on boards, in email, etc. They are also presented with the code to post the thumbnail linked to the video (bbcode and html).

When a visitor sees the video, they can rate it, leave comments, etc.

I can write you a script to upload the videos to your server, scan it and create tumbnail images. The thumbnails would be saved to a central folder and logged into a database and referenced to the user that uploaded the video. After the video is uploaded the 'code' will appear to give them the link to the images or video... so they can post it somewhere else. I can also write the code to allow people to post and rate the videos. As for this section, I can write you a code that would allow for public comments or only comments allowed from people who are registered with your site... it's up to you. I hope to hear from you.
