SEO Quality Links 200 One Way Links backlinks

We want 100 non reciprocal, one way links, Good Quality Links.

We are launch 5 new index/directory niche type sites. Each one is a different topic, (total is 5 topics) most are about shopping online so that's simple enough. We want 80 backlinks per site. So then the total is 200 non reciprocal, one way links, Good Quality Links.. *links must be relevant to site topic.

* links must be permanent, free not paid, one way links, non-reciprocal and MUST BE 100% static to our website.
* Must be manually submitted - links using any automated software or techniques will not be accepted.
*link must be on a PR2 web page or higher however we will except some (25% or less) PR1
*No black hat techniques/tactics please. No cloaking, no redirects, No dynamically generated links, link farms or any such websites.
*All work shall be performed in an ethical (white hat) method - No spamming
*Link page should only from English language sites and USA located sites
* No link schemes, No forums, No guestbooks or classified links, No .info or cheap domains
No link-exchange, blogs guest books, hate, gambling, or x-rated
-One way non-reciprocal links. Links must be permanent, active and never expire.
*No more than one link on same IP, multiple links from the same class C of IP addresses not acceptable
*links can't have a "nofollow" tag associated with it.
*Article directories, Forum & blogs are Ok for only up to 25% max of links not more than that.

No link farms, No link schemes, spam sites, No scraper sites, mirror sites, No link within frame or iframe
*link page must have less then 50 links on the page
*NO freely hosted sites ( geo-cities, etc)
*link page must have been cached/updated by Google within the last 30-60 days
*links must be relevant

- Reports on our progress will be listed in Excel format.
- Date you achieved the link.
- Date you submitted for the link.
- Link where the URL is from. I will require the exact page the link is on.
- Page Rank of the link URL.
- Anchor text used for the link.
