If this privacy policy is for 2 websites being operated from Romania by you then of course it would be prudent to use European Union guidelines to construct an outline of the privacy policies. Also, it is a good idea to try to adhere to US laws and guidelines on this too, so I would be using these also. The State Laws of California can also be looked at as they are the strictest in the world I think at the moment anyway, very much in favour of the customer. I would advise anyone setting up a company online to steer clear of California as a company base mainly because of these strict privacy clauses and penalties, but although you are not legally obliged to do as the Californian companies do it is a great idea to try to copy what the firms there do regardless.
