I can do the login part for $400, assuming you are running Cold Fusion. I need more info on the live streaming stuff. I'll assume that it already exists, and just needs to be put on a secured page.

It sounds like a trivial task. Assuming you have SSL (do you intend to use SSL?) server set up it should take no more than one day to do. Most of the time you get what you pay for...
