There are basically three ways to do this - hook into WinPcap (WILL NOT decrypt SSL/TLS streams which many, if not most, messengers use), kernel device driver (VERY dangerous and highly recommended you DO NOT attempt), or API spying in user mode. I have experience writing API spies and have written applications similar to this before. I have over 18 years professional experience using C/C++/Assembly and can start this project immediately. Anybody who submits a bid with the intent of using a network packet capturing library will NOT give you a solution that works 100% of the time. I know this for a fact because I wrote an instant messenger a few years ago that used SSL and NONE of the packets could be captured this way.
