I can handle the 3D Graphics with OpenGL. I can give you a very fast rendering source code. But I dont see this project happening in the budget range you mentioned. Do let me know if you are interested. I have full 3D graphics support for your requirement.

This is a hard one to bid for because of the overall effort needed to make this. I am quoting the time to make ONE character, rig, skin, and animate it. With more time and money we can do better quality but for a character development this is roughly what it would take.
