I can make the application, but it's not as "simple" as you think. We will have to discuss some points. I'm an absolute expert in parsing texts with several years of experience. I'm using a special tool called TextTransformer, which generates C++-Code for the parser. With TextTransformer parsers can be constructed, tested and improved easily. Several of such cycles will be necessary, because your data don't have a clear structure. For example a quite obvious problem is, that there often are several authors. I already found other problems, and I'm sure I will find more as soon as I really begin the work and I will get more test data. It's not difficult to make the user interface exactly as shown in your images, but I would highly prefer not to create xls-files. I would prefer to create xml- files or simply cvs-files. The creation of xls-files has to be done by automatization of the excel program, which has some drawbacks, which seem to me unnecessary for your purpose. Because of the uncertainties I can offer my work only for the maximum bid. If by your clarifications problems can be eliminated, perhaps I could make it cheaper.

Hi I am not a much experienced developer. But having a 2+ years of experience is good enough to get into this kind of solutions. I have done few desktop solutions which includes this kind of parsing & playing with files... On a first look it seems a pretty simple app. But a more detailed analysis on the requirement will yield accurate design.
