- migration of the database to MySQL while maintaining MS Access as back-end admin interface;
- minimal programming, maximum database-generated functionality;
So I assume MSSQL is your desire - which CAN be done natively. With MSSQL, please note that there is a ton of database-generated functionality available. So much so, you could very much consider it a separate language. Less VBA programming with more T-SQL programming does not always equate to a simpler and straight forward program.
The more intuitive an interface, the more programming required as you must test for every eventuality possible and then provide a coherent means to either correct the situation or escape from it. Based upon the information provided, this is a multi-level data application in which parent and child relationships abound. Let me clearly state, that for the application given this is an excellent design. But please note, it also makes the endeavor a bit more difficult to code.

I already have an idea as to a data model that will reduce the amount of programming logic required, and focus more on using sql.
