I can do it. My bid ist at the higher end because your definition lacks some information. I have build data converters vor a long time. To process a volume records it should be able to work with replacement templates and doing most of the job from scratch ? Am i right ? So the easiest implementation would be a cmd (command line) program that looks in one folder for the input files, aplies the right conversion template and generates a output file in a different folder. That is my offer - if you need a GUI for changing information manualy it would that some more days to develop what you need. The actual data conversion is easy to do, can can be programmed very fast.

I have done similar applications for my clients and for my own use. Easy to make a command line application that you can use with a batch file but for $100 extra I can do a simple GUI app to allow you to browse for input files and specify output file so much easier to use.
