I am looking for someone that can make a Picture Resize Software with the following features:

- Resize pictures
- Convert between different graphic formats
- Configurable compression/resolution ratio
- Support file formats: Jpeg, jpg, gif, bmp, tiff, Psd, Png
- Handle single picture or batch mode
- Fast processing
- You can add your own text watermark
- Reduce size pictures for web publishing
- Add date on pictures
- Preview pictures in a small window
- Rename pictures
- Create thumbnails
- Rotate pictures

I will have the rights for the software and the source code.
