I've made many custom applications like this one. I would suggest to do it with MsAccess, so it's easily scalable. You can start using it on a single desktop, or share it on multiple computers. If you have some mobile devices with Windows Mobile (HTC cell phone or PocketPC) it is possible to interface it with the application with the TerminalServer technology (needs extra licences if over 2 clients). Also a Microsoft Office based application ensures you a wide compatibility with any equipments (label printer, barcode scanner, etc)
