I think that this is a very complex project, more complex than others may think. From a background in machine learning and text processing i have the knowledge to build you an application such as you have described to a very high standard. I have experience in text categorization, automatic summarization and web crawling. I am a Computer Science graduate and I have studied modules in all of these areas.
