Hi All.
I am searching for professional software developer to create for me the following !
Community Video Chat is feature-rich, real time video/audio/text flash application that will enable all possible ways to communicate for your site users. It supports text messages with all text formatting tools available in other FlashComs applications, moderator options, custom skins, message history, blacklist and many more. Flexible video window positioning - as separate windows over the chat area or within the designated "video line" - allows seeing all chat room users at the same time in smaller windows or in enlarged individual windows.

features list
Multi-user live audio/video communication
Community Video chat provides multi-user real time audio/video communication without any additional software installation on the client side. On users' choice video windows can appear either as separate windows over the chat interface or in designated "video dock" area.
True multi rooms support
Community video chat supports multiple chat rooms. A new cool feature is the possibility to chat in several rooms simultaneously. Users join each room only once and then they can easily switch between them using the room tabs on the top of the chat.
User display modes NEW
User display modes add more personalization to the Video Chat application. Based on your web-site requirements and personal preferences you can set the chat to work in one of the 3 available modes: gender mode, avatar or photo mode.
Drawing NEW
This module adds a drawing canvas to chat application. Users can now draw pictures using specific drawing tools and post them to the chat main area.
Custom Skin Support
The skinning was never so easy. Just in 2 minutes, you can embed your site logo, apply your site color scheme and background picture to make the application match your site look and feel. Also skin flash source file is supplied with the application what allows you to modify any skin element.
User database integration
Community Video Chat can be integrated with your web site users database to import user login and personal details into chat. This enables a built in chat user profile viewer and allows to use personalized site settings.
All streaming media servers supported
Community Video chat can be run on any streaming media server available on the market: Flash media server, Wowza media server or RED5.
Private chat rooms
Private chat rooms enable users to establish one-to-one chat session within the chat application. A user can have any number of private chats opened at a time and can switch between them using the tabs on the top of the chat.
Advanced text formatting
Personalizing your incoming, outgoing, private and system messages with color, style and size is really easy - you will never miss an important message from your favourite chat buddy.
Predefined messages NEW
Communication just got a lot easier with the "predefined messages", which allow you to insert/send your most frequent messages without touching a keyboard. Every user can now manage one's own predefined messages and maintain his/her personal messages list.
Multilanguage support
Chat interface language can be easily changed by administrator. Moreover, several languages can be added so the users could choose their preferred language from the list.
Password protected rooms
Password protected rooms, which can be created both by admins and users, allow users to have private conversation with multiple users. Access to these rooms is possible with password only, so users can invite only those users they want to join their room.
Plugins Support
If your project requires custom functionality, it can be implemented by installing one of the available plugins.
Integrated help system
Now the application has embedded help system, which allows users to discover all the features just in few minutes.
Built-in admin panel NEW
Flashcoms Video Chat v 5.1 introduces a new advanced administration panel for custom and easy application setup and configuration.
Administrator Options
Apart from monitoring users database and playing the role of moderator, the chat administrator can manage rooms, moderators, modify chat skin, add new languages and many more.
Personal black list
Chat users can block all incoming messages from unwelcome chatters. With one click unwanted user can be added or removed from a personal black list at any time.
Audio Alerts
Your chat events can be accompanied by various customizable sound alerts. Sound settings include volume control, mute option, different sounds choices for incoming, outgoing, private, and system messages.
Chat History
Community Video Chat keeps chat log and makes it available for users to view and save.
Smiles support
You can express more emotions with the help of a set of chat smiles. The chat supports flash animated as well as static smiles.
Integration with Site Messenger and Video Communicator
Community Video Chat is fully integrated with Site Messenger and Video Communicator. With one click user can open private chat using Site Messenger or start real-time video communication with selected chatter.
Chat status indicators
Intuitive icons will let other users know if you are available for chat and online, whether you are away or accept personal messages only.
Send an Image NEW
This feature allows users to share their images and photos. When sending a photo it appears as a thumbnail in the main chat output area and can be zoomed in to display the entire image.
Send a File
Community Video Chat supports Send a File feature that allows chat users to share their photos, music and any other files.
Moderator Options
Chat courtesy and behaviour rules can be monitored and enforced by multiple moderators. Users can be banned from the chat or from one of the rooms, forever or for a certain time period. Moderator messages can be highlighted by means of preferred text formatting.
Resizable chat window
For your convenience you can adjust chat window size like that of any common application.

Hmm...sounds like a nice chat program. Most of the components you described are similar to the work I've done for Sun's Wonderland virtual world platform. I'm an American worker, born and bred in the good old USA, so you can expect top not communication and support.
