Description

1. I want a freelance website, mostly like www.guru.com, with a few modifications/additions. Some features from getafreelancer.com are to be incorprated.Mytino.com is a reference for bilingual design.
2. I need this website is bilingual: English and Chinese(GB2312 and Big 5).
3. two separate sets of Profiles for service providers or buyers: in chinese and in English.
4. when Chinese is selected, the website display all posted projects or directories of service provider/buys's info. in contrast, when English is selected, only information in English can be displayed, i.e., all Chinese info is to be filtered out.
5 script and template are separated for future modifications
6. forum function
7. supported payment methods: paypal, and other popular in China.
8. databse, mysql
8. give advice for server selection, transferring files to server, security issues(can be additional paid services).

Since details of the proposed website are not completed given in this RFP, please provide your quote, not strictly limited to the $250-$750 budget, maximum budget may be up to $1000. details are appreciated.

Note: I'm a little confused by myself, in regard to what the bilingual website would look like. we can discuss the details after the job is awarded.(maybe it is better:two separate websites with one membership management system to handle all members' feedback,earned money,completed projects,ranking,etc.)
