If you accept size around 300K, less smooth motion and some colors dithering (though not bad at all), this can be done. Otherwise you cannot have a cake and eat it; flash scales down single high-quality image on the fly, consuming more horsepower but resulting in smaller size and nicer result; GIF on the other hand needs to store separate image for every frame and supports only 256 colors. This is by format specification and there is no workaround without some compromise.
