Title : GYPSUM & painting company web site

we need a maximum 9 or 10 webpages. divided into three sites:
site1 : two pages ,

the homepage
job request form

site2 : three pages
workagreement page
Advamce payment method page
Advance payment page through Paypal

site3 : four pages
customer log in page
Req workflow page (work status page)
phase payment method page
phase payment page (through paypal)

I want to make sure that my paypal information is secured

considerations:

1- I want to make sure that my paypal information is secured. bidder should tell me about my paypal security in his bidding
2- the three sites should be submitted in a separate delivery. so that I can test every site functionality alone in my test domain
3- the site to be developed in vb.net 2008 , and the source files should be provided with some help so that we can manage the site in future
4- The database should sql server or ms access
5- we need this project to be completed as soon as possible. maximum in one week
